Your paper has been reviewed by experts in the field, and based on their critiques, the recommendation of the associate editor, and my reading of this paper, we are unable to accept it for publication. This decision precludes resubmission of this work to IEEE TMI even if you revise your paper to reflect reviewer comments. The use of the English language is generally understandable and the reader comprehends what the authors are trying to express. However, there are many grammatical errors throughout the paper; primarily related to the use of singular vs. plural and the use of articles (‘the’, ‘a’) The reviewer is well aware of the difficulties to write in a foreign language, but to make this paper acceptable for publication proper use of the journal’s language is required. The reviewer believes that the authors have two options: a) edit the paper more carefully if the authors think they have sufficient command of the English language or b) involve a professional editor to make final refinements to the paper. Many meritorious papers are submitted to IEEE TMI each year, and only a small fraction can be published. We are unable to publish original work that has considerable technical value unless it meets the strict standards of the journal, and fits within our scope of interest and expertise.
